Id disagree about the rules prohibiting video proof. Witj video evidence, it is NOT a judgement call. It is provable - scaling of the distance between racers and a watch to determine the time within the draft zone.
It is the appeal AGAINST a draft penalty that is not permitted because the draft penalty was subjective.
However the remainder of the article holds true I believe. WTC out to make money before all else. Not enough draft busting on course. 5 min penalty is way below the benefit gained (should be 20 mins or more 1st offence. DQ on the 2nd). Make it real penalty rather than lip service.
