Sorry to bombard the Forum with questions, but i just need some help on the below item.......is it a good deal for 450 ??

If you can live with the non-standard wheels size and you want to take a chance, insist on collecting in person and paying cash.

Yuck! You're kidding, right? [:D] STi levers on bullhorns? Defeats the object of having a low-pro bike. This is a total abortion of a bike. Look at distance between seat-tube "cut out" and tyre. And as for that ropey seatpost and the Tiagra group... Is this bike not just aimed at newbies who want the "glamour" of a tri bike but know no better?
Well fine if you can afford it but the original poster is wanting advice on bikes within his price range.
There are some genuine bargains to be had on Ebay and buying second-hand can certainly get you more bike for your buck, but I don't think the two you've recommended are suitable for the reasons stated.

I am very competitive on my RB1 so much so that instead of upgrading the frame I have been upgrading the components.
Looks cool, is light, and fast.... I would recomned to anyone especially for the £400 odd quid they cost without doubt in my mind the best for that money.
