Stem sizes??????

Being completely untechnical, apparently the stem on my bike is 130mm. Bike fitting yesterday showed I needed a shorter one (100mm). Looking at Wiggle, they advertise Oversize stems. What does this mean? And will it fit my bike? The size shows it as 31.7 but what measurement is this?

    The 31.7 is the diameter of the handlebar that the stem takes, most modern bikes are this size now and it is referred to as oversize. The normal one is 27.9 (i think, might be wrong!)

    31.8mm for oversize and 25.4mm for normal
