What difference does 1 less tooth make?

Next question...
...my cassette has 12,13,14,15,16,17,19,21,23,25 sprockets (10 speed), and whilst i like the 25 tooth for the hills [;)], i find i max out on the downhills when in top gear. Looking at the shimano site, if i wanted less teeth on the smallest sprocket - i can only have 1 less...?

So, the question is this.......how much difference does 1 tooth make?
Chainrings are 50, 34 link to product :

Should i think about putting bigger chainrings on?
