They are intended to be worn next to the skin. But I sometimes wear mine as tights over cycling shorts, and quite often (for hygiene purposes) with some seamless pants (e.g. Helly Hansen) - that way you can get a few more wears out of them without washing. I like to prance around the gym in mine - as they hold my poor broken body together, while being nice and flexible for stretches. And don't get caught on the rowing machine.
I have been known to wear them as underwear under my work suit. Keeps you lovely and warm on wintry Monday mornings waiting for the 6:30am train, while your legs are working up to full blown DOMS after Sunday's race.
