Compensate top tube length with a shorter handlebar stem?

Need to have a really big frame as posted before (63/64 cm) in order to get to a 89 cm seat height. My problem is that I also need a relative short top tube (58.2 cm), which does not exist on these large frames, they are all 60 cm top tubes.
My question is if I can compensate the extra 2 cm in the reach by using a shorter handlebar stem?
