Budget wheel upgrade

With a few Olympic races under my belt, I'm looking to move up to 70.3 and thinking of upgrade my stock wheels of my Giant Propel. I wonder if I should get a light road (eg. Fulcrum Racing Quattro) or budget aero (eg. Pro Lite Bracciano A42) considering I'm a light slow rider and I've learned to live within my means - no carbon, alloy clincher only.     Aero over lightweight every time unless the course is technical or hilly
